Unfortunately, the various capabilities required by the different API involved in writing applications can't be changed by modifying the setting you mention. This setting will basically let you install self-signed applications in addition to Symbian-certified (i.e. trusted) applications, but there are things that a self-signed application can't do, like messing with general system settings or other application's files...</description>
